Default The right usage of "seem"

Hi, I'd like to ask if it's grammatically right.

"He seems that he is very rich."

We usually say like "He seems to be ~" or "It seems that he is ~", but the sentence above makes me confused in terms of grammar, not colloquialim.

Try something a little more grammatical, like "He seems to think that he is very rich."
