Adjective Placing When Two Words are Under the Same Category

I have a question. I've been looking for the answer to this but I can't really find the best answer. I hope someone can help me.

In the sentence that goes like this: "It can either be a big or small event."

What should go first since big and small are both adjectives. A friend said that it should be the bigger or higher of importance that must go first. If it is so, what is the legitimate reason to this?

There is no rule. You would order them based on what sounds the best.
