The only defenition I looked up was "to create or put together hastily". What context could we possibly use it in?
"Did you have breakfast?"
"No. I was in a hurry and whomped up a sandwich." Correct?
"I whomped up this exuse the very last minute before I came to the office." Correct?
However, the lack of response shown so far indicates that you'd be wise to avoid the word if you want people to understand you.
Having said that, most of us are always willing to learn and take on board useful, previously unknown words.
This for me is not one of them.
