It seems a US Navy Master-at-Arms is an Officer in charge of law and order (law enforcement) in the US Navy.
Is there another way to express this rank, for instance, Sergeant Major or the like.

As a side note, there is no "sergeant" rank of any sort in the US Navy.
In the US Navy, ratings apply to enlisted men and women, not officers. Your rating could be a type of mechanic or cook or air traffic controller.
