be up and coming
Dear teachers,
Would you help to me to make the proper choice of the meaning of the expression in bold in the following sentence?
Don’t think so much of these towns. Kind of pretty, cottages with wine and all tht, but you don’t get any feeling that they’re up and coming and forward-looking, like American burgs. (S. Lewes, “Elmer Gantry”)
be up and coming = show great promise
