You have shown, through your endless stream of questions and follow-ups, that you have a reasonable knowledge of English, marred largely by your tendency to want absolute answers to every hair-splitting question.

Clearly putting something in cans is not appropriate; therefore the modal is being used here, especially as can is followed immediately by draft. 'Having the ability/possibility/power/capacity' etc are pretty fundamental meanings of can, as you know.

Your English will improve only if you:

1. Think for yourself for a minute or two before submitting yet another message to UE and waiting for somebody else to do your thinking for you.
