Like Tdol, I would use the first one. (They could all use some punctuation.)

Here's another possiblity:

• He may not have been a nice fellow, but surely he wasn't the criminal you have made him out to be.

Or:

• He may not have been a nice fellow, but surely he wasn't the criminal you have portrayed him as.
