- In Finland the government gives high-level competent officials higher salaries and will sack incompetent officials who show dubious actions.
- Do these sentences make sense and sound natural at all?

I don't like 'high-level competent officials' but I can't think of a better suggestion at the moment.
'show dubious actions' is wrong. Why not just leave it at 'incompetent officials'?
