Hoping someone can help with a grammar question.

More than one out of five Greater Clevelanders are affected by services funded by United Way.

OR

More than one out of five Greater Clevelanders is affected by services funded by United Way.

Re: "More than one out ..."

"more than one" is plural so the verb has to be plural too.
