Scared barking, the little boy was.

is the sentence correct?what does the sentence mean?

Try adding in the word "of",

Scared of barking, the little boy was.

That sentence is an example of extraposition. That's when a phrase, which in this case happens to be a subject complement, "scared of barking", is placed at the head of the sentence for emphasis or, in this case, delayed effect.

The little boy was scared of barking.
Scared of barking, the little boy was.
