Can we say:
"When I first saw that house, it was at € 90 000 but now it's at € 120 000".

You could say that but I would probably leave out both "ats".

And if you want to use a preposition, precede it with a verb: 'it was going for...' it was priced at...'. You could also say '...they were asking [for]' or 'the asking price was...'
