Would you help me to make a proper choice of an eligible interpretation of the word in bold in the following sentence?
The head of the Social Democratic Party bloc, Frank-Walter Steinmeier said the government was sending out unclear signals, and that Merkelís hesitance had put Germanyís commitment to European solidarity in doubt.
commitment = engagement
Thank you for your efforts.
