    One official dismissed the ceasefire as a mere propaganda exercise.

    Two sides are fighting a war.
    One side has announced a ceasfire.
    The official is saying that the announcment of the ceasefire is a falsehood (a lie) - meant to gain favor from the population. In other words, the ceasefire isn't real - merely a tactic or propaganda - to mislead the public.

    I can hardly imagine that you are 53 already but obviously you are young at heart. I am grateful for your sincerity.

    Can I interpret the sentence in this way:

    One official dismissed the ceasefire because the official thought that it was merely a propaganda exercise?

    No, not entirely. It depends on how you're using "dismissed'.
    I understand from this that there is a ceasefire. No one is firing weapons. What the official is dismissing is not the fact that a ceasfire exists, but the motivation for the ceasefire. The reason given by the opposing side might be that it genuinely wants a resolution to the conflict. The official is rejecting this motive, and suggesting that it's mere propaganda.
    There's no suggestion that the official is dismissing the ceasefire as in ordering a return to battle. He is merely expressing his skepticism about the motives.
