Are these sentences right?
#1 When reports that a wild puma had been spotted came into London, ...
#2 When reports, that a wild puma had been spotted, came into London, ...
The original one is When reports came into London that a wild puma had been spotted, .... I am just curious as to whether I can change the sequence of the words without changing the meaning or being ungrammartical.
#1 feels strange and is probably quite confusing.
#2 feels odd too. I know it will be alright if in which is used instead of that.

#1 is correct and reasonably clear.
#2 is is highly unlikely.
