Default Explain a line in the beggar's opera

Could somebody explain the sentence I came across in the beggar's opera:

"Well I should hope, madam, that I had not been upon the town so long but I had not met with some good fortune as well as my neighbors."

the "hope that...but...had not..." makes it confusing to me.

The person means that they would hope not to be there long without meeting their neighbours and enjoying some good fortune.
