2- "We insist on ... just to avoid dawdling and ..."

The best way to "correct" a partial sentence is to finish it. It can then be analysed for correctness and meaning, etc.

Hope it makes it clear. There might be better forms to say the same thing, however, I wanted to make sure if we can maintain "insistence" and still have a correct sentence.
