Well, NES members might have better suggestions. But I would say she is humble towards wealthy people and arrogant towards unwealthy people. And in one word I would say she is a snob.

Hi Ju.
If you mean that she is only too ready to give her time and attention to rich and famous people, you could say she was being sycophantic, fawning, obsequious. There are several more possibilities.
If she has no interest in ordinary people she is acting snobbish, aloof, disdainful, superior. Again, there are many other terms.
