This is street slang. A sort of attack, probably verbal but I am not sure.
Maybe you could give us more context? It seems most members don't use this expression, since nobody has explained it yet. But with more context, who knows.
Can atrocious ny anymeans mean "out of fashion" or something. I think She was refering to their look because they were going to New York to attend fashion week.

The girl seems to be referring to some kind of behavior, am I right? How did or do other girls, especially Kendra, behave? Did they say something nasty?
PS: I answered before the last post appeared. That's what I meant by more context. I don't know the answer though.
If I heard it in a context where it seemed to make sense to the speaker, I'd assume it meant 'came across to me as atrocious', that is 'seemed to me to be/struck me as atorcious'. But it's not a pair of ellipses that I've ever met - sometimes the 'as' is ellipted, but not - in my experience - the 'across'.
