    You could please tell me if this is OK?

    "If we could be able to ask two people that are already dead, if they could really make a good use of their life and were really happy, to Michael Jackson and to the Pope."

    It isn't. Why do you want to use "could be able"? Isn't "were able" enough?

    Second, what does "to Michael Jackson and to the Pope" refer to?

    What an odd sentence (grammatically)! I am not sure what you really mean but I would say:

    If we could (were able) to name two dead people, who have really make a good use of their life and been really happy, we would name Michael Jackson and the pope."
