    Exclamation Answer needed today please

    Hello,

    could you please help me? I need to know what the phrase "have sb. to ..." means in the following sentence:

    "If you are requested to or have one of the group companies to issue a comfort letter, you must always contact XY beforehand."

    Does it mean the same as: If you or one of the group companies are requested to issue ..... or something else?
