Where did you see "as to of"? I can't think of any correct usage at the moment.

I just found these on the internet:

    a) Any idea as to of what could be causing this?

    b) What bicycle brands are considered as to of the line bicycles for kids (10 year old)?

    c) The components that have been extracted are capable of providing the answer to the question as to of whether or not we are likely to have a magnetic storm shortly after the experiment has been conducted.

None of them is correct in my opinion and I still don't see how this phrase could be used correctly in any sentence. The BYU corpora give only one hit for the query as to of.

None of those is phrased in standard English, Offroad.

I advise you to forget the expression.
