How would you describe a certificate issued by an organization to enterprises to certify that quality of products manufactured by the enterprises are good enough, and quality inspection, even sampling inspecion, is not necessary to be conducted by authorities？

You could add 'recognition' there to show that it has been achieved through the quality of the product. ;-)
