I think both are correct. They have a bit different meanings.

    ***not a teacher***
Both sound to be correct with a little bit of change in meaning. 'Were going' suggests they were on the way to the beach when they were seen. While 'went' suggests more of a finished action, which could be their departure or their arrival at the beach.

thank you for your answers but this is an exercise so i have to choose one response. I chose went but then i got confused because in the sentence time is indicated "an hour ago.." and i think that when we know the exact time of an action in the past we use past continuous. any suggestions?

If the exercise told you to choose only one response, then it was a bad exercise.

    1. It is now eleven o'clock.
At quarter to ten they left home; at quarter past ten they arrived at the beach
An hour ago they were going to the beach.

    2. It is now eleven o'clock.
At ten o'clock they left home and headed towards the beach.
OR: Having left home shortly before ten, they arrived at the beach at ten.
An hour ago they went to the beach.

One could argue that 'walking' or 'driving' might be a more natural choice of verb than 'going' in #1, but I don't think that's particularly relevant; 'going' is not wrong.
