Milagros was asked what had happened last March 17, 2009.
Milagros was asked about what had happened last March 17, 2009.
Are both correct? Which is more appropriate?

Both are OK, but I would use "about." It says more. You can ask me what happened and I can tell you. But asking "about" something is to probe for more details.
And I would not use "last." There is only one March 17, 2009.
