The sentencve I'm going to ask you about is provided below. I doubt about the meaning of the auxiliary "shall". What does it mean here? Is it synonymous with "will"? The text (extract) itself is concerned with operational requirements for aircraft and their operation.
The aircraft shall be supplied by the Operating Partner in an airworthy and operable condition, duly manned and equipped for the operation of the services

One more question: what is "Operating Partner"? Does it mean a cooperative company that deals with flights?
