I think the first sentence is correct, but what do you think of the second sentence? damage isn't a plural noun.
Is "If any webs are found, or if any damage is, ..." correct?

It's fine, but you could also reverse the order and have the plural noun at the end to avoid the issue: if any damage or webs are found.
