Could you tell me which one of the following sentences is correct:
It is ten years since the operation of the ABC railway line.
It has been ten years since the operation of the ABC railway line.

According to me, neither one is English, but not because of the verb but because of the use of "since". Would you please link or cite the Webster's thing?
It is/has been ten years since the ABC railway line ceased operations/closed/went out of business. Either verb works in my dialect, but "has been" is more usual and more proper, I think.
You are right, it should be a sentence after since in such cases.
