According to Webster the first one is British and the second one is American.

According to me, neither one is English, but not because of the verb but because of the use of "since". Would you please link or cite the Webster's thing?

It is/has been ten years since the ABC railway line ceased operations/closed/went out of business. Either verb works in my dialect, but "has been" is more usual and more proper, I think.

You are right, it should be a sentence after since in such cases.
