Default Please help. Is this sentence correct?

Hello, I saw a news headline as follows:

"More than 1,000 Singaporeans' travel to Japan affected by tsunami"

Is this gramatically correct? Thank you.

    ***** NOT A TEACHER *****

    Incognitowalker,

I most respectfully suggest that the headline is correct. I think that it

    is short for something like:

More than 1,000 Singaporeans' travel [plans have been] affected

    by [the] tsunami.

(That is, the tsunami has affected the travel plans of more than 1,000

    Singaporeans.)

I agree, though it's ugly - even for a headline.
