Before I was "in" Basic fluency. or
Before I was "at" basic fluency. here "in" or "at" which one is correct?

ps. I note that you are Indian, working in India. You may well find that some of the answers you receive in this forum, coming from speakers of BrE, AmE, AusE, etc dialects do not reflect the usage in your dialect. Indian English is not inferior to other dialects, and it is not 'wrong', but it is different. We can't apply the 'rules' of one dialect to another.
