Could we say that "those who are to come" means the same as "those who will come"?

Not very often. We use 'those who will come' only in certain senses.
I expect some managers to attend the meeting. I'll give you a list of those who are to/willcome.
Not everybody is willing to come to the dinner. I look forward to meeting those whoare to/come/will come.
I was disappointed by the number of people who declined my invitation, so I have arranged a pleasant surprise for those who come/are coming/will come (?)/are to come.
A big thank you to all the volunteers who have arrived so far, and to those who are to/will come.
