Default set out x set off

Are SET OUT and SET OFF, meaning to START A JOURNEY, always interchangeable?
    - She set out (on a journey) at dawn
    - She set off at dawn

The phrasal verbs to "set out" and to "set off" have many different uses, it would be a good idea to look them up in the list of phrasal verbs on this site.
