    Default over hopes, fears...

Does over hopes mean hoping so much?
Does the sentence 'he has over hopes' make sense?
Is there any other way to mean the same thing? something slang!
Does this also apply to fears?
    Thank you

The only expression that comes to mind is "he has high hopes".
Perhaps you could explain what you are trying to say?
