Why there are two "whos"?

What does dobbed mean? Ratted me out?

It's OK, but why not ask Who dobbed me in? or use that to avoid the repetition.
Well, I got this sentence from Cambridge.Dictionary.
Probably here it uses it to emphasize the sense of anger?
