The man was trying to solve the electricity problem with the fuse box, and what is "short out on"? The circuit cut off or something?

Effectively, yes. The new wiring resulted in a short circuit, which caused some kind of automatic cut-out. (On modern equipment, there would be an automatic cut-out switch triggered by an http://en.wikipedia.org/wiki/Residual-current_device; on older equipment there would be a simple fuse (or no safety precautions at all). The sparks suggest the latter!
