What does the "specified" and "tender invitation" mean?

Say I need to buy 1,000 chairs. I don't care about the brand, so I don't specify one (name a particular kind).

I invite (ask) chair sellers to tender (make offers to supply the chairs, with details about the price they will charge and delivery dates) for their supply.
