When to use these sentences?
Hi,
Please let me know the difference between the following 2 sentences; And also advise when to use the first sentence & when the second sentence?
1) The Purchase order had been approved.
2) The Purchase order has been approved.

2) The Purchase order has been approved. It was approved in the (probably recent) past, and so we can now go ahead.

The order has been approved. Passive.
