Default What's the figure of speech here?

Dear teachers,
Please read the following sentence.

I must confess that I always … those “as soon as my head touches the pillow” fellows.

It is a pity that some words are omitted, I don't know what they are, but let's assume that it is " envy" .

what's the figure of speech here?

quotation? is it a figure of speech? Personaly I don't think so.

what about synecdoche? metonymy? I am not sure.

So, what's the figure of speech?

I'm not sure. How about hyperbaton, the rearrangement of normal word order? That's all it seems to me to be-- a postmodifying clause (minus its dependent conjunction, essentially) is fronted.
