a point = one point
"over" doesn't go with "game in hand" but with "their rivals"
(with a game in hand) (over their rivals) = they have played fewer matches than their rivals

What does in hand over mean?
"A point" and "one point" are both fine and commonly used.
"...a game in hand over their rivals" means that they have played one less game than them, giving them the chance to catch up in points.

Just a side note - Volcano1985, do not believe that Bosnia and Herzegovina has been suspended and cannot play any international matches as of April 1 - it's one of the many April Fools you can find in the media.
