Do the two collocations work as well in both BrE and AmE?

He recommended a specialist to me. = I need a specialist but don't know which one to choose; he recommends one to me.
He recommended me to a specialist. = He's talking to the specialist. Then he tells the specialist "I really recommend this guy, he's a really great patient!".
If he is a patient and specialist is a doctor, then 1. makes more sense, barring some special contexts.
