"is" is for plural subject

Alternative materials and technologies “is” one way to reduce the construction costs. This is from today’s news paper. I feel strongly one doubt which is, here we are being taught such type of sentences. e.g Butter and Milk “is” essential. Air and Water “is” essential. Is there any such usages ? or Is it a grammatical mistake?

It should be "are".
