I don't know which verbs here are appropriate to express my idea.
I try to convey the message that the dog is poor.

Do you mean:
"I found a stray dog roaming the street."
"I found a stray dog wandering the street."

I found a stray dog roving the street. You don't need 'on'.
Roaming works, too, more likely roaming in the neighborhood.
A dog can't be rich or poor, but it can be in poor condition, or poor health.
