Could somebody explain what "alter the facts" means in the following sentence?

To achieve its goal, it is neccesary for the company to alter the facts slightly.

It simply means lie, tell falsehoods, prevaricate, make up facts to fit the conclusions you wanted. The only way they could meet their goal was to lie about their performance.
