    Question double comparatives

    Hi, please tell me in the following double comparative sentences whether or not "is" should be omitted,and doest it make any difference if it comes at the end of either clauses. Thanks.

    The better the quality of health is, the lower the death rate.
    The higher the life expectancy, the larger the elderly population is.
