Default it makes me laugh

Is there any difference between the meanings of:
1-"It makes me laugh when people act like that."
and
2-"People make me alugh when they act like that."

They both work, but I'd use them slightly differently.

With the word order of the first, I'd probably say 'It really makes me laugh...' to give more emphasis. That doesn't mean they can't be used interchangeably. :D
