Default Which words should I use?

All the pupils ought to hand in their consent forms or they will/would not be allowed to go to/for the excursion.

    1. Is "All' needed?

    2. Should I use 'will' or 'would'?

    3. Should I use 'to' or 'for'?

    Many thanks.

The sentence is unclear. It could be taken to mean that none of the pupils will be permitted to go if some of the pupils do not hand in their consent forms. It is clearer as:

Pupils who do not hand in their consent forms will not be permitted to go on the excursion.
