Are you sure this is what they said? It woulkd make more sense to me as follows:
Annan is said to have stayed out the Iraq contract bid.
This would mean that people say this, and the sapeaker is passing on what they have heard, and are not confirming it personally.
sorry,there was supposed to be the "is" before "said"
so why is there "have to stayed" rather than just " stay"?
