Can I use "who" here?

Zhai Zhigang became the first Chinese astronaut _____ walked in space.
I know "that" can be in that blank. But can I use " who" here? Does such a rule exist that because there is "the first" to modify the person, only "that" ,instead of "who", can be used to introduce the attributive clause?

You could use "who", but I would rewrite it like this "Zhai Zhigang became the first Chinese astronaut to walk in space."
