Default difference between the structure to (see, watch,notice,m etc) someone doing sth and d

Hallo! I have a problem with understanding the difference between the structure to (see, watch,notice,m etc) someone doing sth and do sth. Is this difference much respected in everyday english? And the other question: is the structure as if + verb in past tese the same as like + verb in present tense e.g She acts as if she was the most important person in the world/ She acts like she is the most important person in the world. ?
