"My English" is the subject of your above sentence just like "My cat" is the subject of the sentence. "My cat is not smart enough to catch mice." I am talkng about "my cat" and not the mice.
If I want to make "mice" the subject of the sentence, I would write it as, "The mice are too smart for my cat."
