I'd do this to avoid confusion, and I think this one can get fairly confusing.
The diagnostic center of the hospital and the newly constructed Heart Surgery Center meet the highest international standards.
NOT A TEACHER
(1) I think that it should read:
The diagnostic center of the hospital, as well as the newly
constructed Heart Surgery Center, meets the highest
international standards.
(2) As you know, if we deleted (erased) the words between
the commas, it would still be a good sentence:
The diagnostic center of the hospital meets the highest
international standards.
(3) "As well as the newly constructed Heart Surgery Center"
is just extra information. You could have also used dashes or
parentheses:
The diagnostic center of the hospital -- as well as the newly
constructed Heart Surgery Center -- meets the ....
The diagnostic center of the hospital (as well as the newly
constructed Heart Surgery Center) meets the ....
